Subject: [PATCH] Improve recent commentary for Chilean decrees

* southamerica (America/Coyhaique): Use publication date in UNTIL field
for 2025 change, as we did with America/Punta_Arenas in 2016.
(Chile): Update links to Chilean decrees since 2014 and lightly clean up
related commentary.  Remove some outdated "assume ... indefinite"
comments that didn't ultimately pan out.
