Zheng Zengkai b1c08bb4b0 release 6.6.0-12.0.0

Update tag to 6.6.0-12.0.0 and add llvm-devel BuildRequires to
fix following x86 ci build error.

jit_disasm.c:28:10: fatal error: llvm-c/Core.h: No such file or directory
